Waste of Taxpayers money

while coming back from lunch this afternoon, i saw this things at one of the entrance to the college...

I believe this have been bought by the government or maybe one of their departments...

This things are there to beautify a place... but is it necessary? If it is not bought by the government or any of it departments... i will delete this post...
