MPPJ Summon

From the day i move to DU, til now i still don't understand why MPPJ give summon to those cars park along the road(beside the road, not blocking anything)... even those parking along/ beside the playground are not spared, which is in front of houses.... even beside the house also the same... WHY??? they really nothing better 2 do? or they juz need more money? money to support the government in the coming election?

After seeing people putting "this car belongs to xx,jln ss21/xx. Damansara utama", "the owner of this car is xxx, of xx, jln ss21/xx" on their car windscreen, (all notice to inform that they are staying there...)
today i found another "interesting" notice on a car windscreen... so i snap a photo of it...


People actually have to go to this point of even showing their bill to "proof" that the car belongs to them and that they stay there... Note: the summon is RM100 each time, i don't think there is much discount coz its not police summon.
